Kremlin Envoy Hints at Ukraine Peace Breakthrough as US Sanctions Loom

By Nov 15, 2025

Russian envoy Kirill Dmitriev states Moscow, Washington, and Kyiv are “reasonably close” to a diplomatic solution for the Ukraine conflict, citing President Zelenskyy’s perceived shift in stance. These remarks come amid new US sanctions on Russia’s oil sector, which Dmitriev dismissed as ineffective, predicting higher global prices. A planned Putin-Trump meeting is postponed, but dialogue continues.

Russian President Vladimir Putin’s special envoy, Kirill Dmitriev, has voiced a surprising degree of optimism, asserting that Moscow, Washington, and Kyiv are “reasonably close” to achieving a diplomatic settlement for the ongoing conflict in Ukraine. These remarks emerge against a backdrop of escalating tensions, marked by fresh US sanctions targeting Russia’s vital oil sector.

Dmitriev, in an interview with CNN, underscored his belief that significant diplomatic progress might be nearer than commonly perceived. He specifically highlighted a shift in Ukrainian President Volodymyr Zelenskyy’s position, noting an acknowledgement of “battle lines” as opposed to previous demands for a complete Russian withdrawal. “I think we are reasonably close to a diplomatic solution that can be worked out,” Dmitriev stated.

Regarding the highly anticipated meeting between President Putin and US President Donald Trump, Dmitriev clarified that the summit, initially planned for Budapest, has not been cancelled but is “probably taking place at a later date.” He emphasized that the Russia-US dialogue remains active, contingent upon Moscow’s interests being “taken into account and treated with respect.”

Appearing on Fox News, Dmitriev largely dismissed the impact of the recently unveiled US sanctions on Russia’s two largest oil firms. He warned that such measures could boomerang economically, potentially leading to increased gasoline prices for American consumers. “Oil prices will rise, and Russia will sell fewer barrels — but at a higher price,” he contended, suggesting that higher global crude prices could offset any losses incurred by Moscow. Dmitriev is scheduled to hold further discussions in the US, including with Trump’s special envoy, Steve Witkoff, focusing on economic cooperation and investment.
